Will this motherboard (GA-z270P-D3) run outside the case with just RAM, PSU, CPU and FAN plugged in?

Hello all, I recently purchased everything for a new rig and started the build last night. I started by installing my PSU (Seasonic S12II) and then started in on the mobo (GA-Z270P-D3) with my i5 7500 and heatsink and my RAM (Adata 2x4gb DDR4 2666). All done with an anti-static bracelet properly grounded. Also, I've read and followed what instructions I could from the stickied "my mobo won't post" thread.

After the mobo was set up on the cardboard box, I plugged in the 24 pin and 8 pin power connectors and attempted to turn it on for a test outside of the case. I got no response at all (no CPU fan, no PSU fan, no led strip). I ran through the basics, checked for physical defects, reseated the CPU and then the heatsink, checked the outlet, moved the RAM around (one stick at a time in each channel, then dual channel). I'm at the point where I'm going to purchase a PSU tester and have it overnighted to me. If the PSU is fine, I'll know the mobo is DOA.

My question is this, am I missing a step for getting it to power on in this test format? I'm told that not all mobos will boot with this set up. Someone also asked if the "on switch was pinned out" and did I "set the jumpers", but I don't see anything in the mobo manual that indicates steps that I've missed or that mentions these two things.

All it takes to fire up mobo is working PSU, 24-pin cable, and sometimes CPU with cooler connected to CPU_FAN header (but most boards will start up without). IF you get zero response from board at the setup you described, it is either bad PSU, dead board, or some missing cables. Although it also could be short somewhere, so to rule that out, disconnect everything but CPU, its cooler, 8-pin EPS and 24-pin cables.
