Asus Z170-e VGA-LED ON, new build, cant reach BIOS

MOBO= Asus Z170-E
CPU= Intel Celeron- BX80677G3930 (Validated compatibility)
RAM= Crucial 2133 8gb (2x4g) CT2K4G4DFS8213 (not on Asus list for qualified but I doubt its the problem)
GPUs= Zotac and Gigabyte GTX 1060 6g (I have 8xZotac and 2xGigabyte with Samsung and micron ram combos)
PSU= Rosewill 1200w (also have a thermomax 850w)

Put together build, didn't connect any GPUs to MoBo on first go, since it has on-board video. POST stopped at VGA-LED (after CPU and RAM LED were good). Now the VGA did flash at first before the RAM and CPU (so maybe initial health check says its good but then upon needed to send video output it has an error?)

Tried re-seating EVERYTHING.
isolated single sticks of RAM on different DIMMs
Installed 4 different GPUs on all PCI slots to isolate out the on-board video issues (GUP- 1060 6G both zotac and ggabyte)
Isolated out PSUs by swapping new (1200w) to old PCs also putting older 850w onto the new build.
Tried installing GPUs with PCI rails that have external power (to isolate MoBo power issues)

Tried clearing memory by removing batter and by shorting the connectors out.

Will tip .09 ETH (est $40-USD right now) for confirmed solution!

Cool, so I have read a little on how to do that with out getting to the BIOS but I dont see on the board or my manual on how to update the BIOS with out getting into it.

The solution on this page is the closest I have found but I dont see on my MoBo where the flashback button is... If I dont have that button then does it have pins on the Mobo for it? http://www.tomshardware.com/answers/id-3328292/asus-z170s-vga-led-stays.html
