No usb or display after installing new cpu and evo 212.

A few days ago I installed the evo 212 cooler along with an i7 7700, and man was I PUMPED to play some pubg on high settings. I clicked the power button and there was no display. Everything seemed to be running fine, but along with no display, there was a red line on the motherboard (ga h170 gaming 3) and the usb ports stopped working. First, I tried to clear CMOS. Nothing. I then assumed it was a broken mobo and switched it out with another. Same problem. I then switched out the RAM with a different stick. Nothing changed. I then thought that maybe something was wrong with the power supply, so I switched that out as well. Still nothing. I then figured that maybe the cooler was the problem, so I put my old cpu and stock cooler in and still THE SAME PROBLEM. Sorry about the caps, but DAMNIT I'M PISSED. Anyhow, I then switched out different gpu and guess what happened? SAME F*&$#@! PROBLEM. HOLY CRAP I'M MAD JUST WRITING THIS. I've come to the conclusion that it's either somehow something with the case or maybe the cables? When I switched out power supplies I used the same cables. That's basically the only thing I haven't changed. Please help... Please.

When did you change the PSU?

Cables are not (generally) interchangeable between PSUs, as they can use differing pin-outs; 12V where "ground" may be on another PSU etc.

The problem appears to have occurred prior to the PSU switch though so, while that's DEFINITELY not helping, and you should use the appropriate cables; something else has clearly gone awry here too.

Please post your full system spec.

Did this system ever run "fine"? And the problem only started after changing the CPU cooleR?
 
First thing, no swearing please.
Second thing, never use same cables when changing PSU, unless you change to exactly same model. But even then it is better to change cables.
It would help if you listed all components used, both old and any replacements used.

The original build : i5 6500 with stock fan

Gpu 1070
Psu 650 watt evga
Mobo: ga h170 gaming 3
Case nzxt mid tower

New build: i7 7700 with evo 212 cooler
Same gpu
Same psu but tried switching it out for 750 watt evga but same problem
Same mobo, but tried switching out with my friends old mobo, not sure what the specifics are but it has 1151 socket and works with 7th gen processors ( this mobo had same problems )
Same case.

No, I didn't have any previous problems before installing cpu and evo cooler.

 
So most likely situation went like this: when you installed 7700 and EVO, it did not run because it had wrong BIOS version. None of the swaps you did could help (except mobo swap, IF second mobo had correct BIOS, but probably didn't). Putting old CPU in should solve that, but seemingly when swapping PSU without changing cables you managed to damage something. That's how I see it.

I've reinstalled every original part and the same thing happens.

I'd go back to basics. Disassemble everything, try to post with only the 6500+Stock Cooler, Motherboard & 1x DDR4 module (+ PSU connectors of course).

Use the onboard graphics, if you can get a post (may want to clear the CMOS again), then start adding back components.

If it won't even post with the basic components installed, and clearing the CMOS doesn't work - chances are pretty good you caused some damage to (probably) the motherboard using the wrong PSU cables.
 


So if you did anything with PSU AFTER going back to original build, that makes my previous theory wrong.
Have you checked CPU socket for bent pins?

I want to make sure I'm clearing the cmos correctly. Do I only remove the battery for awhile then put it back in or do I do that and then do the jumping method?
 
Ok, this seems to be a tough puzzle. I have a question, could you explain what you mean by "there was a red line on the motherboard"? As far as I know, there is only one LED on this motherboard, and it is so called Ambient LED (not sure if it's red, but looks like so), and it serves no purpose other then "providing a cool, custom look to your rig."

I've used the original build for a little over a year now and this is the first time I've ever seen the red light. I also forgot to mention that when using the ga h170 mobo, the computer restarts every 7 seconds along with the display and usb ports not working.
 


When did that restarting started? Right after CPU/cooler swap, or at later point of your tests?

So that tells nothing unfortunately, as it could be caused by wrong BIOS too. Since you didn't damage any pins, I don't see any other way you could damage motherboard just by changing CPU/cooler ... unless you did that with power turned on.
Anyway, Barty already suggested next step: time to rebuild the rig from scratch, piece by piece. I would start with only mobo+old CPU+old cooler, PSU and EPS/24-pin cables only, preferably out of case. You want it at this step to turn on and stay so, beeping for no ram if you have beeper installed.

Still same thing. Red light with no usb nor graphics. I still don't know how I wouldve damaged the motherboard since I switched to different psu after trying original build for the first time.
 


Using the wrong PSU cables even once could have been all it took.
