Every other time I start my PC, I get the CPU red LED error with a "00" code on the Mobo. I have to shut it down by holding the power button. When I turn off the main power switch on the PSU, or unplug/reattach the power cable, I can get it to boot just fine. But if I try to restart it the normal way, I get the same issue. Any ideas? Also, as time has gone on, it gets harder to get the PC to boot properly.

CPU- i5-4690
MB: ASUS Z-97 Pro
RAM: HyperX Fury 16GB RAM 1866
PSU: Corsair CX600M 600W 80 PLUS Bronze
I've also noticed that the DRAM light comes on when this happens
