i7-8700 maxing out at 4.3Ghz won't turbo

I have the i7-8700 and a ASUS TUF Pro z370 motherboard and a 1080 ti. The turbo specs for the 8700 is 4.6Ghz on one core but that isn't happening even with it maxed out at 100%
 
Solution
An i7-8700 can turbo to 4.6GHz when one core is in use, 4.5GHz when two, 4.4Ghz on three and 4.3Ghz for 4-6cores.

You don't get
4.5Ghz on core 1
4.3Ghz on the balance

You get 4.3Ghz across all cores.


It's doing exactly what it should. Run a single-core benchmark/stress-test, it should boost to 4.6Ghz
