Pc wont power down

Hi Guys,
My friend has encountered some power issues with his pc, I have recently help him upgrade his pc from i5 to i7 and his old graphics card to and MSI 1080gtx ti

When going to power down his PC it wouldn't shut down unless turned off at the power switch at the back of the PC. From what I have read on here already seem's as if though maybe it could be power related, his current power supply is a EVGA 80 PLUS white 600W PSU which with these upgrades he told me was fine as he ran it on pc part picker and didn't say anything about power supply. So I plan to re-check pc part picker as I am unconvinced that it was right? however in the meantime I thought I would ask and see if anyone has any alternative suggestions?

UPDATE:- pc part picker says wattage is 450 so not over the 600

Solution
Basically, that command line shut's down computer no matter what. It works only once, doesn't do any changes in the system. Windows come with few Power saving modes. like Sleep and Hibernation.

Sorry for late reply I haven't been available to check his computer until yesterday, new power supply installed so not a power supply issue, I didn't run command prompt like you suggested but I have asked him to do it and let me know what it comes up with. Can you tell me what I am looking for?

There is something that will tell me if is in power saving mode? I don't understand why it would go into power saving mode unless this setting has been changed within windows 10 itself and given windows 10 is new then will be reset anyway??? my other thought is could the motherboard be faulty?
