GTX 980TI GPU Not Working - Lines On Screen + Not Recognised

The graphics card is an Asus Strix 980ti.

I recently sold my graphics card on eBay the seller returned it after saying lines were appearing on his screen: https://imgur.com/a/5vK9g
The seller claimed he tried the GPU on 2 PCs and had the same issue.

Whilst i had the graphics card everything seemed to be working fine, however i did purchase a second hand monitor and noticed that a few times an hour the screen would flicker and horizontal bars would appear on the screen in flashes. I attributed this to the monitor as I bought it second-hand and never had this problem on my previous monitor.

I accepted the return and i am now encountering the same problem but worse. When I plug my GPU in horizontal bars appear on my screen during the bios screen, the screen then freezes for a second and everything boots up. After booting up the resolution on my 4k monitor is set to 800x600 which i cannot change. Furthermore in the device manager it says windows has stopped this device because it has reported problems (code 43) (referring to the graphics card). I can't use the graphics card as windows thinks it is malfunctioning - it's essentially broken having no real functionality.

When I plug the display port into my monitor with the graphics card still in the PC i get no output, i have to remove the GPU then i can get a signal output to the monitor from onboard graphics.

I've updated the drivers but that has had no effect.

Google "GPU baking". Know that this method may work or not, and even if it works, it works only temporarily, and when it fails to help, the card is dead.

Was hoping this wasn't the case. Is there no way i can restore functionality, even at a reduced performance?
