I have a i7 3770 (non k) and I have a dell 0GXM1W motherboard will a Msi Gtx 1060 6gb work with this?

Used would be your best bet for a new motherboard. But looking more closely at the board it looks like the power switch wouldn’t be a problem. You could just use a paper clip or screwdriver to short the pins and find the 2 that power on the PC. Your motherboard has a normal front USB header so that’s fine. You would only be giving up your front headphone and mic jack and if that wouldn’t be a big problem I’d just keep the board. You can find the power pins now. Just power down your pc and locate the front panel connector and un plug it. Use a screwdriver or paper clip to make the pins that are side by side touch. One set should power on the PC. This will be the set you plug your new case’s power switch into.

Then yes it will Work fine. Just be aware that most OEM motherboards (Dell,HP,etc.) do not use standard front header pins for aftermarket cases. Usually you’ll lose your power and hard drive LED indicators and you will have to make a jumper to make the new cases power button Work.
