Fan control does not work.

Mobo: ASUS PRIME X-370 PRO
CPU: Ryzen 7 1700 w/ wraith cooler
RAM: Corsair 16GB @ 2993

I have been having some frustrating experiences with my computer case fans and CPU fan. All three fans run at an extremely high speed regardless of how I preset them. The CPU fan is a 4 pin PMW but ignores the variable settings at jumps right to max RPM. The case fans follow suit, whenever I try to change the fan speed in BIOS it applies, but when I start up my computer the fans go right back to max RPM.

I have the CPU fan and Case fans plugged into the correct slots. Also, when I'm in BIOS the fans all run at the normal speed, it isn't until I go into windows when the fans kick up.

Any advice or help would be great!

OK, that's not the problem. But let me check an important detail. When you reboot and the fans all come on at full speed, do they stay that way? Or, do they slow down after a short time?

The normal sequence at start-up time for all fans powered and controlled by the mobo is that they start at full speed always. Then, after less than a minute as the POST sequence completes and the actual measured temperatures from sensors become available, the mobo headers' fan control systems slow them all down to whatever is required at that time in terms of temperature. So all fans start full speed, but slow down shortly thereafter.

Now, next thought. Exactly what fans do you have for case ventilation? You have specified the CPU cooler fan as a...

My guess is that you are forgetting the important last step of making adjustments in BIOS Setup. After making any changes, you MUST go to the Exit screens. There you must use the command to SAVE and EXIT so that the settings will be saved and used in future.

When I exit BIOS, it lists all the changes on the restart that are going to happen. It always lists my new changes.

Now, next thought. Exactly what fans do you have for case ventilation? You have specified the CPU cooler fan as a 4-pin (PWM type) unit, and that certainly should have its speed under control of the mobo's CPU_FAN header. But IF your case fans are of the 3-pin type and IF the headers you plug them into are using only the PWM Mode for controlling them, that will not work. 3-pin fans on a header using PWM Mode always run full speed. So, tell us the maker and exact model number of the case fans. Or, at least, tell us how many wires come from those fans to their connectors, and how many holes are in those connectors on the fan wires?
