OS won't ready my overclock

In my bios I have overclocked my computer to a 3.9 OC and it runs great. I watched a panjo video on YouTube on optimizing my computer's ability to game and it had me turn some stuff off. I understood most of the stuff he was having me do but some I did not understand. if anyone is wondering I will link the video below. Ever since my computer (Task manager, CPUID HWMonitor, CPUID CPU-Z, and Cinibench) has been reading my base clock at 3.6 and not 3.9. I ran a cinibench and its score is much lower then the scores I have gotten on my 3.9 OC so I know that even though my computer is overclocked it isn't using that power. Does anyone have any idea how to solve this and get my OS to pick up my OC? I also have my power settings on High performance or whatever, I have read that some amd cpu's/mobo's won't OC right until your power is turned up.
