New PC performing under expectations

New Cyberpower PC is performing terribly....

My New Cyerpower PC I bought 2 weeks ago is not performing as well as it should

Note: I didn't build the PC myself and have contacted customer support, who think it is the Graphics card, but I don't think that's the case given my user benchmark scores and overall experience of sluggishness.

Specs:
AMD Ryzen 5 1500x
MSI B350 Motherboard
GTX 1060 6gb
wd Blue 1tb hdd (performing at above average)
16bg ddr4 2400 (unknown brand)


I have contacted support, and they think it's a bad GPU but that doesn't make sense because then my scores on User Benchmark should be higher in the CPU and other areas, right?

I have the latest drivers installed AFAIK and the Nvidia app for GPU's tells me I should be getting great FPS on Ultra settings for R6 and Fortnite, but I get 20-40 max on med/high settings

AFAIK the CPU doesn't get too hot, but even downloading at good internet speeds is slow.

Please help! Thanks in Advance

EDIT: I've looked around, and it says I may need a new power supply...?
 
It could be a million different things. I like your line of thinking though, if it was the GPU, the CPU score would be better. I would always look at heat first, but if your temps are fine, then that should not be the issue. It could be the PSU. It probably has a cheap PSU inside, but that still does not explain the very low performance across the board.

Since it is only 2 weeks old, can you return it? That may be your best option.

Task manager says I have nothing open at the time when the benchmark was going on, so I don't know that is... I'll try to contact support and see if I could return it for a new model.

Update: With task manager open, nothing is out of place even during the benchmark (except steam bootstrapper with 7% CPU usage) and that i'm using 24% of my RAM doing nothing... the stats did not change really at all during the benchmark, only changing the spin of the HDD which performed well... All said, I have no idea!

ah ok I was hoping it wouldn't come to that. Thanks for the help!
By the way, I just unplugged the graphics card and am re-installing drivers because that's what the customer support rep told me to do. Maybe that will work?

OK, so I unplugged the graphics card and plugged it back in and then started to get 120 fps in siege!
I disabled shadow play and got 150-200 fps!
But when i user benchmark, I still get the same stats as before 20%... why?
