Destiny 2 Doesn't Seem to be Using my Graphics Card

I just completed a new build.
i7-7700k
Asus ROG Strix GTX 1080 A8G
Asus Strix z270e Mobo
16gb G.Skill 3200 mhz ram
Open Loop EKWB Watercooler on CPU

Everything seems to be running just fine including Windows and many of the games I play (Overwatch, PUBG). However, Destiny 2 runs at a sluggish 9-20 FPS on high settings in 1440. While running, Afterburner shows a maximum of 20% GPU usage and the temperature barely runs above idle. Drivers (according to GeForce Experience) are up to date.

Any ideas of what could cause this? Anyone with similar issues? Ideas for diagnostics?

Thanks for your help! Solved it finally! For some reason, Destiny 2 was running in Windows 8 Compatibility mode.....don't look at me funny! All good now!
Found this on a reddit that if you have Duet Display program running it can cause low FPS and GPU use. Also found a post saying RAM speed may be an issue, try disabling XMP and drop the speed down just to rule that out. If not Ill look around more, but you may want to post/search Destiny forums for an answer as well.

This is the only game that's performing badly correct? And Im sure you've tried a clean reinstall of your GPU drivers.

Yes, this is the only game. I have no tried a clean driver install, will do that now. What is a Duet Display program? I'm only running one monitor...Asus ROG PG279Q. Will also disable XMP, see if that helps, although it will drop my RAM clock down to I think 2400mhz...?
