Are you talking about a LAN server? IE all your friends show up for a lanparty and you all play on this server or just an always on internet connected server? For the former you need something with a strong CPU and excellent networking. For the later, I don't have much information. In either case you can probably go either route building a system from parts your purchase yourself of buying something pre-built. It depends on how much you have/want to spend on building this server.
The reason renting servers is expensive is that they are always online and have 24/7 support and use energy all the time.

LanParty for Light games like cs 1.6 and etc. Pre 2008 maybe 09 and 10 era you could run from your own pc, for multiple servers, just buy cheap 1156 motherboard (tend go to P55 as you may need to overclock it a bit) and xeon with 4c/8t and ddr3 atleast 16GB of ram.
Or new solution go for 2011 socket cause motherboard are expensive BUT you get cheaper xeon with 8/12C and much threads.
