New GPU installed, Black screen and no power to peripherals

Hello Tom's community, I bought a new PowerColor RX 580 8g to upgrade my computer for video games. Before I would use the Radeon HD 6950 which works perfectly fine. My problem is that when the new card is installed and I turn on the pc, I get a black screen and also no power to the mouse or keyboard.

I have to say that I've researched a lot and haven't really found an answer, I know how things work but I'm also kind of a newbie. I would really appreciate the help!

My system specs are:
Dell XPS 8500
i7-3770
16Gb ram ( 4 4gb sticks )
Corsair CX550M

I upgraded the power supply since I was just using the stock one before, I've used DDU to uninstall the drivers and tried the new card, I've tried taking out most of the ram and unplugging unnecessary things to see if I was running low on power but I dont think that's the case because I am still getting a black screen, but I'm not sure anyway. I need help, I just want it to work and be able to enjoy my new toy :(.

did you connect One 8-Pin PCI Express Power Connector to your GPU? i personally think that your PSU is doesn't have enough power for that GPU i would suggest replacing the PSU with TIER 1 PSU 650w or even 750w

I don't know how to reply but ok, the gpu's minimun power to run it is 550W and I checked online everywhere and it seemed that it should've been fine with it.

But I'm still doubting, is this what always happens when power is not enough? You get a black screen? And also it still did not have enough power after unplugging the CD reader, 1 fan, and taking 3 out of the 4 ram sticks? I only left the cpu stock fan and the hard drive connected and still got a black screen.
