My PC gets to a blank BIOS screen, then endlessly restarts itself.

Specs:
-GIGABYTE GA-Z68MA-D2H-B3 Motherboard
-Intel i5-2500k
-8GB DDR3 Ram
-Phanteks Eclipse P400 Series PH-EC416P_WT ATX Mid Tower Case
-Rosewill Switching Power Supply 500W
-GTX 1050ti

Things I have tried:
-Clearing CMOS with a jumper
-Clearing CMOS with a screwdriver
-Booting with no peripherals connected to motherboard
-Reseating ram
-Booting with only one stick of ram
-Taking out cmos battery and replacing it
-Switching out CMOS battery with an identical one
-Taking out CMOS battery and holding power button for 10 seconds

These have not changed anything at all.
I know it is some sort of issue related to the motherboard, because I have tested with a motherboard from a different computer, and it worked perfectly. The motherboard that the PC worked perfectly with was an ASUS A55BM-PLUS.The motherboard that does not work is a Gigabyte GA-Z68MA-D2H-B3 with an i5-2500k. When I use this motherboard in the computer, the PC seems to be stuck in an endless bootloop. It will turn on for about 5 seconds (all the lights and fans turn on) and get to a blank blue BIOS screen: https://imgur.com/qf2oKcr then it will restart itself. Does anyone know if I can fix this? Or is the motherboard just dead?

Yes, the cooler is installed correctly and is flat touching the cpu.

I checked and all the pins are fine
 

Have you tried booting with the video card removed and just using the on-board graphics?
