Internet Difference on two devices

So my desktop has a download speed of .5 mbps and a download speed of 6 mbps. My laptop; however, has a download speed of 66 mbps and upload speed of also 6 mbps. Does anyone know the problem? My desktop has starting lagging within the past two months.

That is probably correct, but my download speed was never that low before, it used to be in the tens.

Are there other devices in the house that use it?? Do you use torrents or something?? This would hog most of it

There are a few other devices, but we do not use torrents. This includes 2 other desktops, 3 laptops, and 4 phones. This wasn't a long-term problem for me as it has occurred within a span of two months.
