SATA Ports Does Not Works

My Mainboard in Gygabyte H61M-ds2 rev 2.0.
Once due to voltage problem my Power Supply as well asAll SATA ports failed to work.
Later I Installed New power supply but noticed that SATA HDD was not detected.

My HDD, SATA Cable, Power Supply (NEW) is ok. But HDD is not detect by Mainboard.
I tried to reinsert the Bios Battery But Does not work.
Tried to Update to Bios version F10a From https://www.gigabyte.com/Motherboard/GA-H61M-DS2-rev-20#support-dl, but it shows that it is a older version.
So what can I do in such situation.
1. Can I use a SATA to IDE Converter and Insert my HDD to IDE port of mainboard?
2. Can I use a PCI to SATA Adapter to Install HDD into PCI port.
Does it may create any problem in near future i.e. overheating, connection problem etc etc.

I have ever asked computer parts store for "sata to ide" converter, the senior said that it's unstable even if I only want to use it for dvd rom. If you use for hdd, I can consider that as a risk because it can damage your hdd if the connection is unstable.

Maybe you can try solution 1, but try to find a good quality converter. And consider that your read/write speed will decrease.
I don't know about solution 2.
You can take this as solution 3, use sata to usb converter and connect your drive to usb port with usb cable, just like external hdd.
Eventually, if you had budget, maybe just replace the mb
