Newly built pc but low performance

Gtx 1060 3gb with ryzen 5 1500x, 8gb ram, 650w ps. I tried testing my pc for about 3days now and it perform very poorly. Handling cs go 70fps with high settings. I dont know whats wrong with my build and i always assume that its because of the hard drive.i used my old laptops HDD for my pc( 1tb hdd; very old) 2006. Plz help if the hard drive is the main problem of fps drop.

It's customary to include your full system specs when posting a troubleshooting thread.

1| List your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

2| Have you made sure your motherboard BIOS is up to date?

3| If you're using a laptop drive from way back when as your only drive...then that might be your prime suspect.
