I have $568, I don't mind spending more but I would like to limit the price.
I already have a GPU, GTX 960 4 gb suggest another one if it's better and doesn't exceed the limit too much.
I would like to have an i7 CPU.
SSD is a must.
My main objective is to be able to run Rust, my rig is old and I have annoying frames sometimes and I can't afford spending money on it.

You don't need an i7. The new i5 8400 is a 6 core chip that has a very good price vs performance ratio.

If you go with a 6th gen or newer Intel or Ryzen CPU you wont be able to use your 8gb of DDR3 as they now use DDR4. RAM prices are crazy high right now unfortunately. Going with a 960 I would say that 16gb of RAM would be a little overkill, but mixing and matching RAM does not always work. So if you only get 8gb now and plan on getting 8gb more later may be a bad idea. So I would try and make room in the budget for 16gb of RAM as 8gb is really the minimum for gaming.

Let's say I have more money, which GPU you suggest me to get?
Wouldn't the CPU you suggested cause some issues in Rust?

I would look at a 1060 6gb or a 1070 for another video card. They will be a pretty big jump from what your 960.

Yes, the 8400 will run Rust just fine. The 2.8ghz is the base clock for all 6 cores. The chip will up the frequency based on the active cores used. So for a single threaded application, the boost will go to 4.0. If it is using 2 cores it will boost to 3.9. It does this all automatically with nothing for you to do.

Games really like fast lightly threaded processes. The 8400 does that and it will also handle multithreaded processes as it is a 6 core chip. You just may not need those multi threaded process if you are just gaming.
