New system will not perform first time boot POWER Switch LED Lights Up

Trying to boot my freshly built PC for the first time. It doesn't want to boot up. I ran through the checklist provided from this website but still nothing. The LED on the power switch lights up and the CPU Cooler spins for a millisecond but other than that no action.

I'm running a Gigabyte 970A DS3P with an AMD FX 8350 and a GTX 1050 Ti, with a single stick of 8GB DDR3 Corsair 1600 ram.

Not entirely sure what i'm doing wrong here.
 
Solution
Each standoff has to match a board screw hole. Check to make sure that it's ok, then try reinstalling the board inside the case. Do not connect the case fans to both power supply and motherboard.

No I have not. How would I go about doing that, just hooking up power, CPU, and Fans?

It does indeed run outside of the case, the case NZXT S340 came with preinstalled Stand offs, could those be causing a short? I removed and added them as necessary so they all lined up, i don't know what would be causing a short inside of the case.

I've got it running inside the case now, thank you. I have yet to plug in everything but the CPU Power and the 24pin connector so at least now i know it's not those and can work from there.

Sorry to drop another question on you, the case I bought came with two fans preinstalled and it has some sort of 2 pin connector. I plug that into a cable on the PSU and then that cable end has a small 4 pin adapter for the mobo fan control correct? Which one should I plug it into, Sys_Fan_1? Will it be able to run both fans from that one connection? Sorry for the inexperienced questions but I appreciate your help so far.
