Help, new laptop CPU usage is always at 100 percent

Hi , i bought a cheap new laptop from dell, it has a dual core Pentium n3060 with 2gb of ram. It arrived yesterday. I bought it for light school work and video watching. It is a cheap laptop, but i have another laptop from a couple years ago which has a equally crappy CPU. It runs csgo, and I can watch videos fine. On the new laptop opening up chrome gets the cpu at 100 percent. Even with the 2gb of ram, it isn't the bottle neck. The processor is 1.6ghz yet on task manger im getting results of 2.6ghz. NOTE after testing more, it isnt always at 100, it just randomly spikes, i get stuttering in videos when it spikes. It is very unusual, sometimes it can handle multiple tabs and videos just fine, but other times its 1 tab of a 720p youtube video, causes lag. This is a brand new laptop, i bought it on black Friday online, and it does not have a virus.

Most likely a leak or a virus. I had a virus once that boosted it to 100% without showing in task manager, do a scan with malwarebytes. You might think you dont but you might.
