How to Enable My Home's Network Panel Box To Allow For Whole House Ethernet

Hello,
When I bought my house I noticed a panel in the basement with a bunch of wires hanging out of it (pic here https://photos.app.goo.gl/WWmSKOBTSfXfORDB2). At the time I had no idea what this was and so I just had a panel installed over the top of it and didn't think anything of it. When I had home internet installed I had the Comcast rep activate an ethernet port upstairs that I now use to run my cable modem/router.

My question though is that throughout the house there are outlets pre-built into the house that have ethernet cables coming out of them for use (See this pic: https://photos.app.goo.gl/tXk7BDVLxKHQlwKu1 - It's the white outlet above the power outlet, you can't really see but there's an ethernet cable in that hole). It seems to me that I'm supposed to somehow hookup my modem and router in the basement next to that panel which would result in all the other ethernet ports throughout the house becoming active, but I'm not sure exactly what the setup should look like. Does anyone have any idea on how this should be setup?

OK, the green board is a phone connection board. If you google the part number on it you will get this -- https://www.homedepot.com/p/Leviton-1x6-Bridged-Telephone-Board-for-Compact-Structured-Media-Enclosure-47609-F6/100356871

You will have to redo the wiring to use it for ethernet. You would have to terminate both ends of all the wires. The basement end you would have to put RJ45 connectors on and the wall plates you would have to replace with keystone jacks. I also see that the cables have been CUT in the photo. I don't know if you have enough slack to use the cabling or not. That box is a general mess (technical term)...

Your photo of the basement box is kind of fuzzy. Need a clearer picture of the green multi-port board in the middle of the box. That MIGHT be a phone patch device or an ethernet patch. Need a better picture. Also need a close up picture of the wall box to see what configuration it has.
