I need help making up my mind on what i should think about doing and which is the best option for me?

Scenario 1. Keep my i7-5930k @ 4.2ghz as main pc and build a ryzen 7 1700 for the stream pc
Scenario 2. Use i7-5930k @ 4.2ghz as stream pc and build a i7-8700k for main pc
Scenario 3. Buy i7-8700k as main pc trade i7-5930k for the ryzen 7 1700 for stream pc

Im just looking for other opinions and options. Looking to stream 1080p 60fps with a good cpu preset. Will be using a avermedia live gamer extreme capture card. Any help and deciding would be greatly appreciated :)

Keep your original pc for gaming, build a dedicated streaming pc which does not need Ryzen 1700.... a good read by James Mason:http://www.tomshardware.com/answers/id-3299336/building-dedicated-streaming.html

Steaming pc only needs decent CPU to do encoding, no gpu required. I suggest you buy this refurbished pc for best bang for the money: https://www.newegg.com/Product/Product.aspx?Item=9SIADT26KS6928

Considering windows is worth 100 bucks already.

I want a good preset like medium or lower if possible and what ive read the ryzen can do that and i know for a fact that 3770 cant do it. Also from what ive read a gpu helps somewhat from stealing performance from the cpu also by making that do the video instead of the integrated crap.

just read my link :)
For a dedicated steaming pc, it only transcode the signal passed from your gaming pc, no gpu involved, everything is CPU work.
Why Ryzen 1700 is good for the task is due to its 8 cores/16 threads which can distribute the streaming/transcoding part to 1/16 and thus bring down much less FPS compared to 3770k. It is only needed if you stream and game on the same pc. For dedicated streaming pc, ryzen 1700 is way too powerful due to that CPU is only working on transcoding, no game is occupying any resources.

I am just telling you that a new good pc is not required, but if building a really good one makes you feel more comfortable, go ahead, Ryzen 1700 + B350 MB+ 16 gb 3000+ dual channel ddr4 ram and any gpu you like. Only thing, the streaming functionality will be similar to above $250 pc :)
