Talk to your cellphone provider, since they apparently provided you a used smartphone & didn't wipe the prior user's information for you.
If you didn't obtain this smartphone from your carrier, then talk to the person you bought it from.
If you didn't buy it from anyone, & the prior owner didn't give it to you as a gift...then don't expect any further help.
