Bought new motherboard and booted it with existing Windows 7 hard disk it won't launch Windows in both normal and safe mode gave me bluescreen. Should I bring the hard drive to the technician so they can install a new version of windows on it or do I need to bring the whole PC so technician may install drivers properly? Please help sir all troubleshooting had been done only this is the last suspect.

The crash code probably is 0x0000007b. Check the SATA controller configuration and set it as it was on the previous motherboard (IDE or SATA).

What was your previous motherboard? Better yet, please state your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS: Windows 7

If it's the same motherboard, then you shouldn't be undergoing any issues. You should at this point see if the CPU socket has any bent/broken pins. If it's a different board, you should be reinstalling your OS.
