ASUS GeForce DUAL-GTX1060--O6G 6 GB Graphics Card
I'm thinking about getting this for my son for Christmas what power supply is minium for it though, he has a 280w power supply

Solution
The card requires only a single 6 pin pcie power connector.
That will be present on all 450w power supplies of decent quality.

However, I might suggest something stronger that can handle a future graphics card upgrade.
A 600w psu can support a graphics card as good as a GTX1080ti.

I have no problem overprovisioning a PSU a bit.
It will run cooler, quieter, and more efficiently in the middle third of it's range.
A PSU will only use the wattage demanded of it, regardless of it's max capability.

Whatever you do, pay a bit more for a quality unit.
My suggestion would be a Seasonic 650w gold focus for $90
It is very highly rated, and has a 10 year warranty
The 550w version is only $10 less...

make sure the motherboard is standard 20/24-pin

if it is a pre-built you may need an adapter

also make sure the case can fit standard sized power supplies
