Windows Error on boot 8.1 pro

Hello I have recently built a pc, with ryzen 3 1200, 16gb ram, 1 rn hdd, gtx 1050 ti and 430w. I had a another pc before and it was using windows 8.1 and now when I try to boot my new pc, I get a windows error and it says system service exception. What does this mean?

You put the old drive, with OS on it, in the new Ryzen system?
And it fails to boot properly?

That is a usual occurrence.

Time for a full reinstall.
You may also need to buy a whole new OS license to go with the new motherboard.

So how would I do that, can I like have two operating systems on one drive?

No, you would wipe the old OS when you install the new OS in this new system.
The old, non-functional OS, would just be sitting there taking up space.
