PC suddenly running slow. Very low FPS and audio stutter ingame

I turned my PC (Windows 10 64bit) on last week and all of my games are now running like garbage. They are running at about 10 fps on minimum settings and the audio is stuttering. I took it in to Micro Center to get it looked at. They said my graphics card (MSI armor RX580 8G) wouldn't spin and one of my sticks of ram was bad (Corsair Vengeance Pro 2x8G 1866). Replaced both the GPU (Now XFX Rx580 8G) and the ram ( same Corsair 2x8G but 2400). Ran DDU and Installed Clean drivers and my games are still garbage. My GPU doesn't spin when playing games and Fallout 4's device detection wont detect my card. Steam sees my card though. I ran Furmark and it will spin great with that. I tried going back to the last driver update and nothing. I used to be able to run Fallout 4 on Ultra and watch videos in my other monitor at the same time. I've tried Fallout, PUBG and Overwatch. Overwatch is the only one that is barely playable on minimum settings. CPU temps aren't getting too high. Memory check was good. Error check was good. Virus scan clean. Nothing clogging up Task manager. If anyone has any ideas that would be super. Thanks in advance.

Well. Good news everyone. Everything works now and i have no idea why. Mods feel free to delete this totally unhelpful thread? I have absolutely no clue what i did to make it work but now it appears to? have a good one. good luck.
