does a faster fan creates better cooling for laptops?

My sister owns a HP G42-388TX and had the GPU chipset replaced due to some error on displaying on screen. After the replacement, she realised that the fan has also been swapped out and the fan seems to run at high speeds at all time and she can't control the speed whatsoever. They say it will improve the cooling system but I say it's bullshit because the CPU temp reached 78 degrees celsius. I had the same laptop with the default fan installed and I had no cooling problems at all. It runs at 40 degrees celsius.

Then that's when I realised that the amount of air coming out of the fan grill in her laptop is far less than mine although her laptop air intake is much greater that mine. I believe that the third-party fan isn't designed properly for the size of the fan grill in the vents. What do you guys think of my theory?

Solution
Well pretty sure you got it correct. They didn't necessary break anything. It may be turbulence. In a desktop its easy as you can customize your airflow pretty easily. On a Lappy not so much. What good will it do to have a huge/fast fan that can't extract it?The hot air will just lie over the cpu thus it overheats.

That's just my theory tho.I am no pro but use to do a lot of airflow testing for intel back in the day.

I did know the fan was replaced but I didn't think that they might've broken something

Your theory is pretty much what I had in mind. If a faster fan is equipped in a laptop, you need larger vents to dissipate the heat. You can make extra vents but that can cost time and money.

Sorry been away for some time.It just kinda the only thing that make sense.Even in my desktop i build a custom steel fan running on house power for cooling(Personally think 120 mm fans are crap :p)But to do a conversion on a lappy are really not worth the time or effort in my opinion.
