problem with scrolling page

Hi, I have a problem with scrolling page on browser firefox but also in other browser, sometimes the scroll has ghost effect and when open the menu is very slow don't reactive as always.
the problem resolve after some minutes without my action.
I upload the video so can view what's the problem:

I updated the video card driver of my msi gtx750ti and removed the older version with "display driver uninstaller" but without resolve.
is the graphic card or perhaps the psu ?
I use windows 7 ultimate 64 bit

Its neither. Its your monitor, when the refresh rate isnt high enough it usually causes that, which I dont even see anything wrong with it, it looks normal, but I can see every so often the "ghost" effect, so yeah that is definitely the refresh rate on your monitor. To change it go into "Display Settings" (right click on desktop) Then click on "Advanced settings" which should bring you do a settings box, click on "Display adapter properties"
It will bring up your card, go into the Monitor tab, and click on the box that says Screen refresh rate: and change it to the highest you can, like 60.

the refresh rate is just setting to 60 hz.
this problem is sometimes not every day, so I suspect that the problem is graphic card.
Now the scrolling and the opened of menu is fast and reactive.
