pc has goodspecs but is not running at full speed

I have an I5 6400 processor 12 gbs of ram 2 tb hard drive and a 1060 6gb gpu and I open my games I run at a low fps I see on the task manager shows my components only running at 30% but at low fps

you have to go to task manager, them select more details, choose the game or app right click select "go to details" and select set affinity and them select the cores that you want to that specific program or game

I did a clean install but I have found my problem my processor wont dedicate itself to a game so only one core is running my game which now I cant figure out how to dedicate the other 3 Auugh
