PC stopped working

I have no clue how this has happened but would require some assistance,

So on Friday I jumped on to be surprised to be welcomed to a completely non-bootable PC, it beeps every 15 Seconds continuously and the USB power goes on after the beep then after the second beep it goes off, there is no display to my monitor and I have tried all the following fixes-

Replacing & Moving the RAM to different slots
Holding the power button for 30 seconds TO 1 Minute
Re-Seating the graphics card
Checking the CPU to see if the heat-sink is spinning and working correctly
Re-arranging the boot order to my 1TB C:/ drive

The PC is fairly new bought and delivered on the 2nd December

The specs are

Intel dual core- 3GHz
8GB DDR2 RAM
Nvidia low profile GTX 710 (2GB VRam)

I would appreciate any help given by anyone

Solution
Red always means bad. Check cable connections. If your Mobo has a digital display it will tell you a error number if not its must likely something is not connected or hardware is failed some where , might be RAM try one stick of ram at a time might have faulty ram. Also forgot to say to upgrade bios u usually get it from the Mobo manufacturer website.

If CMOS does not work it might be ur GPU and or power supply , if you bought the PC already assembled from iBuyPower or cyber power or some sort of company like that , don't expect to have everything g working out of the box as they ship your PC unless you buy their expensive foam packing you can't be sure if something dint break during shipping as most shipping companies just throw everything on the back of the truck or plane . But I suggest starting by checking gpu or psu , check the back of the psu , if it has this nasty white looking crap on the inside of the wire then u need to send psu back Wich means it's faulty and it's shorting out .

I'm not great with computers but is clearing the CMOS taking the mobo battery out for 5 mins? And if it is the BIOS update how would I update it? Yesterday I tried to take out all sticks of RAM but 2 and the beeping stopped but still no video, if i press F10 while there is USB power it stops beeping and goes to the BIOS screen I assume as it then stops beeping and USB power stays on.

UPDATE: There is no White stuff and we do believe non of the equipment is out of place and or broken, could it be BIOS settings? We've tried to get it to POST on my TV and we can get to the BIOS there.

Look online for the motherboard manual and model some mother boards are different on how you jump them. Also remember if it's a prebuilt PC it's not gonna have the accessories that came with the Mobo like the CMOS jumper but you can use a screwdriver to jump your CMOS . HOW EVER MAKE SURE YOU UNPLUG YOUR PSU FROM THE WALL SOCKET BEFORE ATTEMPTING TO JUMP CMOS OR YOU CAN FRY THE MOBO AND OR OTHER COMPONENTS . Also some mobo require to remove the battery for like 24 hours so it just depends on the manufacturer and model of the Mobo, and some already have a button that clears CMOS for you with the press of a button. Long behold i've opened it while powered and I can see a static red light on the motherboard any clues to what this means? Still giving off constant 15 second beeps.
