Periodic FPS drops in every game

So basically about 3-4 weeks ago I started to notice that in all of my games my framerate would periodically drop by 50ish FPS every 5 seconds, remain that way for 5 seconds, and then return to normal for 5 seconds. This is most apparent in newer games which I run at almost dot on 60 FPS, meaning these drops bring me down to 10 FPS for 5 seconds, making games near unplayable.

Specs:

CPU - AMD FX-8350
GPU - Geforce GTX 970 (4GB VRAM)
Motherboard - Asrock 970 Pro3 R2 AM3+
RAM - 16GB DDR3
PSU - Silverstone ST85F-GS (850W)

I have found a few other people on Tomshardware, and other tech sites around the internet who have had similar issues, however for most of them the fix was applying new heatsink to their CPU's (Due to overheating). I have done this, and seen no difference in performance, my CPU temp is idle at 35 degrees Celcius, and gaming at 55 degrees Celcius. Keeping in mind room temp is about 25-30 degrees (I'm in the southern hemisphere so it's summer).

Any idea's what's happening? Thanks!

Edit: I did testing whilst playing a more intensive game and task manager showed that my CPU usage would build up to 99%, the game would then start to lag and the CPU usage would drop back down to about 40%, the game would then return to normal FPS, and CPU usage would again rise. Almost as if something is throttling the CPU when it reaches full capacity, yet my core temperature remains a steady 60 degrees. Maybe there's a setting in my BIOS or windows I'm missing?
 
Solution
Aim a fan at the VRMS and use zip ties and/or duct tape to hold it in place. Another option is adding VRM heatsinks(mosfet heatsinks and thermal tape to hold them on).

open the case, put a fan blowing into the motherboard


do your fps drops stop?

if so your VRM's are overheating and throttling your cpu


you can also check your cpu speed with msi afterburner while you play

does it drop or keep a constant speed?

my own experience SSD's improve gaming experience overall , be it a loading time for a map or when you're actually playing the map . HDD;s are not for gaming

Most of my games run off an HDD, although I have a few on an SSD, whilst the games on the SSD run better, there is still a framerate drop sadly. I think the issue may be CPU related

I played one of my more intensive games, with task manager as well as HWmonitor open on another monitor. My CPU temp never broke 60 degrees. However, I noticed that in task manager my CPU usage would progressively increase till it reached 99%. At this point the lag would kick in, the CPU usage would drop back down to about 40%, and then the game would return to normal. Based on this I reckon there must be some setting throttling the CPU when it reaches full capacity (whether in my BIOS or windows). I'll need to test further with afterburner.

Looking at Afterburner, the CPU clock seems to quickly fall every few frame drops. Also noticeable though is my GPU usage drops every time there's a lag spike, and this also occurs once it reaches a certain temp (79 degrees). Maybe the issue isn't with the CPU being throttled, but the GPU being throttled due to heat. I'm going to do a test and try turn up the max GPU temp to see what happens.

So we have cpu throttling causing the drops. If the cpu temp is ok then that leaves VRM throttling. Try and aim a fan towards the VRMs too cool them and see if that helps. Unfortunately this is an all too common issue on boards with the 3+1 and 4+1 VRM setups when paired with a 125w FX cpu.

Looking at that pic the gpu temps look good maxed at 61°C, doubt it's gpu throttling. Gpu usage will drop when the cpu maxes and throttles as its being fed less information from the cpu. Not seeing cpu freq in that image though.

Thanks! I did another test and found that the CPU clocks are defiantly being throttled, suggesting it is a VRM related issue. Sadly I have no clue how to further cool VRM other than changing the case fans. Do you have any recommendations?
