When 1080TI is Plugged in, Computer will not turn on (includes diagnostics tried)

Doing a new build. GPU is brand new.

Issue: Computer will not power on, other than some LEDs on the Mobo when power button is pressed. When the GPU is pluged in, and I try to power on, the PSU makes a quick noise like a relay or something and then nothing.

Basically, computer works without the GPU plugged in. When the GPU is plugged in, the computer will not turn on.

Wonder if there are any more diagnostics or if anyone has ideas before I send the card back for a new one. I do have a protection plan on it. I am pretty sure there is a short in the GPU that would make the power supply not turn on

Diagnostics Tried:
-Tried a new PSU. Started with an 850W Corsair PSU, thought that was the problem. Neither worked I bought the 1000W and still have the issue
-Re-seated GPU
-Removed GPU and booted using on board graphics, it powers up and goes to bios just fine. Both sticks of RAM are recognized, all fans are on and recognized, processor is recognized it.
-Made sure ram was in the correct spot based on Mobo manual
-Tried different Molex Cables to the GPU
-Plugged in both 8 pin connectors to different ports in the PSU
-Tried powering on one plug at a time, or both plugged. Either way still nothing

Here are my Specs:
i7-7700k
Asus Z270E Mobo
Corsair RM1000x (1000W)
16 gb GSkill tridentZ
Bitfenix Aurora Case
5 RGB Corsair Case Fans
Asus GTX 1080TI

1 tb Samsung 850 evo SSD (Not plugged in)
1 tb Old HDD from prior build (not plugged in)

Please let me know if there is any more info I can provide. This is my first post here, so not 100% sure what everyone needs.

? You have OS loaded correct? You'll get nothing on hdmi or dvi or dp via gpu if there's no OS as there's no drivers for those either. The motherboard is driven by the cmos/bios etc so you'll get basic startup, but going through the gpu you'll need drivers for that as that card has nothing to do with the mobo stuff as such. Basically if it's not loaded in the registry, it's not there according to the pc.

Just so I am understand what you are suggesting, would putting a a different graphics card in that slot test the same thing? Not to sound lazy lol

I'd start with updating to the latest bios. I'd also have the 1080ti drivers loaded prior to gpu installation.
In your bios, under video settings, make sure PEG/GPU is primary, not iGPU.
Molex? Huh?
It's not the psu. The 8/6+2 pcie should be installed to two of the 6 ports in the upper right hand corner of the psu, above the 24pin.
Make sure the monitor is plugged into the gpu, not the mobo ports, and is set input to corresponding gpu port.

Lol not molex, mispoken.

I will work on the bios update, but do the drivers matter if I don't even have any harddrives plugged in?
