So, to start off this is my PC
Processor: Intel Core i7 3770 @ 3.40GHz
RAM: 16.0GB Dual-Channel DDR3 @ 798MHz
MotherBoard: Dell Inc. 0NW73C
Graphics Card: 4095MB NVIDIA GeForce GTX 1050 Ti (ZOTAC International)
Power Supply: 460W

Now, My problem is, I have upgraded my Graphics card from a GTX 660 to what I put above, and ever since, My processor just doesn't seem to want to go below 40C(Idling) and 60-70C(During Games) Even games that I have not changed a thing on, I currently have my case opened with another fan blowing into it, to maybe see if my fans weren't working properly , But it hasn't changed a thing, Could really use some advice on this one!

Solution
What is your CPU usage like when idle on the desktop? Is there something using CPU resources? When you installed the card, is it possible you jostled the heatsink/fan of the CPU? If so, maybe it would be worth removing that heatsink/fan, cleaning off the old thermal paste and apply new paste, then putting the heatsink/fan back on.

It is, It's an XPS 8900 I believe , But it's confusing because I've had this PC for about a year and haven't had any problems before with heating
