My computer is running games at very low FPS regardless of GPU. I tried it with an ASUS DUAL GTX1060 and am getting below 30fps on Rainbow Six Siege and below 30fps on CSGO. When I switched it out for an EVGA GTX 960 I was getting the same FPS. I have the latest drivers and my PC is on balanced power mode. I've tested the cards on another PC and they work fine with no problems with FPS. I've tried altering the graphics settings and have achieved no difference in FPS.
Prior to running the 1060 the system had the 960 installed and was running games fine. I removed it and installed the 1060 without having removed the drivers. I put the 960 back in and now the system handles games poorly
Anyone have a solution.

MSI Z170 Gaming M3
16GB DDR4
