Windows reinstallation keeps freezing

Ok, so I've recently bought all new components for my pc but kept my hard drive. I was told i will have to do a clean install of windows but every time I get to the 'Select Language' screen it doesnt let me pick a language and my mouse isn't appearing nor is my keyboard. I really don't know what to do since every time i boot my pc it puts me into the bios.
 
Is that a single stick or 2x4gb? If two, try booting with just one. Make sure ram is fully seated. If one, try a different slot (check manual for which is best).

Disconnect anything not necessary.

Start with just keyboard plugged in on a usb 2 port under the ps/2 port. Better yet, do you have a usb to ps/2 converter?
 

You say when you try to install Windows, your mouse isn't appearing nor is your keyboard. My guess is both connect by USB? Plugging the keyboard into the PS/2 port would probably fix that problem.

I checked to see if i have the adapter and i dont unfortunately. I also plugged everthing that is not needed out a out and plugged my keyboard into a usb 2.0 but it still doesnt let me use it in the 'Select Language' menu

Ok, so i'm back on my PC now. I took my New CPU and motherboard out and put my old ones back in. Is there anything I can do at this moment in time so that when I put my new CPU and Mobo back in it'll work. I only really care about a couple of files on my pc, my music file and graphics file. Any suggestions?
