CPU always at 100%

So I have got an i7 7700k cpu and no matter what i run it is at 100% usage. Also the idle process is 99% so other processess should use 1% total. It is really weird. I did 10 scans with 360 security, unhackme, malwarebytes, adwcleaner and others , they deleted something but its still not working correctly. thanks for any help

1. Start your Windows in safe mode. Windows key -> type msconfig and hit enter -> select diagnostic startup and reboot. Once you are there, have a look at your task manager (CTRL+SHIFT+ESC) and see if you have high usage there.

2. Run a virus scan in safe mode, if you haven't done this already.

Did you swap motherboards when buying the 7700k and didn't reinstall windows?

No it is brand new mobo on Z270

So in the diagnostics mode it was normal and the virus scan did nothing. I will need to do a clean install then...
