I7-6700k HWMonitor Incorrect V core?

Yesterday i decided to give a try overclocking my 6700k and got it to 4.6ghz after lowering the bclk since the XMP profile sets it to 102 i put it to default at 100 i ran a stress test for about 30 minutes twice. The VCore always sat around 1.320v on full load @ 4.6ghz and about 1.36v while normal use. The temperatures are perfect on full load never went over 70c with a custom fan curve on my NZXT Kraken X61.

I do all my voltage monitoring through CPUID HWMonitor but what i have noticed that while watching the VCore it always sat in the range i have set it to. But while in game not watching the program i alt tabbed to find out it said the max VCore i have reached was 2.316v which i would almost have to believe is incorrect right?
