Cloned HDD won't boot

I have two HDD's, HDD 1 has Windows 7, HDD 2 has Windows 10.
HDD 2 is Active disk, which means Boot Manager is on it.
I have bought new HDD 3 and I have cloned HDD 1 on HDD 3.
I have disconnected HDD 1 but now I can't boot.
Why, if Boot Manager is on HDD 2?
Can someone help me?
 
Solution
Did the boot sector get cloned? Some cloning pgms (like older versions of EaseUS) require you to manually check a box to add the boot sector to the clone.
