Gaming PC choice between two PCs

Hello,I expect from my new gaming PC to run games at very good fps(smooth) even on games like Witcher 3 or Fallout 4 and ultra settings are not must .Here are the two PCs ,both are at the same price :

ASUS PRIME Z370-A -motherboard
I7-8700 / 3.2GHZ/12MB/BOX1151- CPU
Corsair Vengeance LPX 8GB DDR4 2400MHz CMK8GX4M1A2400C14 - RAM
TOSHIBA P300 3.5" 1TB 64MB SATAIII-600 - hard drive
Zalman ZM600-LX - COOLING
witha bit old video= amd radeon x9 270 2gb
No SSD

For this configuartion I am getting the videocard very cheap and in the future I will upgrade to new videocard like GTX 1060 6gb or 1070, not sure about 2 things.First if the radeon x9 270gb will have smooth fps (not on ultra settings ,but high eniugh) on games like BF1,Witcher,Fallout 4 and second if I change the processor to i7 7700 will there be much difference now and when I upgrade to new videocard(gtx 1060/1070 6gb) ?

So having these choices which one should I take?
