If it is compatible, what power supply will I need at the least?

Yes, they are compatible, and I would recommend at least a 500W PSU with decent efficiency. You could go a little smaller wattage, but this will give you some headroom for later additions if needed.

That board has a poor power phase and thermal design , don't put a 125w CPU on it.

SR-71 makes a good point though...the power delivery may be a little weak for that CPU. They are compatible, but it is worth looking into power delivery capabilities...

You are right, not the best, but not knowing their budget, I figured I would at least aim them to pcpartpicker with an option to get them started. Though it is not junk per se, just not as good as other options...
