Computer turns on for a split second then turns off

My computer started turning on for a split second then turns off. I disconnected the power supply and tried the paper clip test and the power supply turns on but it makes a clicking noise. I'm lost, is this a problem with my motherboard or power supply?
also it started happening after i was playing a game and my computer just turned off by itself.
 
Solution
Clicking sound in the PSU is quite important.

Either your fan bearing is going bad (not good) or you are arching/shorting components in the psu (very bad).

If this is a higher quality PSU that still has warranty then try to get RMA.
If this is a low quality PSU (warranty or not) then buy a decent quality PSU. Cheap PSUs are time-bombs for gaming computers; when these cheap units die they most often fry the rest of the system, some have even sparked and started house fires.
