okay guys , I been following this page but just recently joined. Just ordered 8 gb ddr3 on budget build using an Acer Veriton Socket 1150 Intel dual core CPU G3220 @ 3.00GHz
NVIDIA Quadro K620 2gb
RAM 4.0 GB (about to change to 8 this week. should I go cpu or gpu the following week . And any help with which CPU very much appreciated to many to pick $80 budget . and here is the Gpu was thinking about thoughts? https://www.ebay.com/itm/GT730-4GB-GDDR5-128Bit-PCI-Express-Game-Video-Graphics-Card-For-NVIDIA-GeForce/263366871811?_trkparms=aid%3D555019%26algo%3DPL.BANDIT%26ao%3D1%26asc%3D41376%26meid%3D5a46c88b655d40d1ab1f3a5e22d20a67%26pid%3D100754%26rk%3D1%26rkt%3D1%26&_trksid=p2045573.c100754.m4842

You have a poor videocard for gaming. So you do need a new videocard. Since you mentioned Skyrim, which is not particularly demanding on the CPU, I'd say a videocard is your first priority.

A power supply upgrade is nice if you intend to use a more power demanding videocard. The K620 you have is rated at 45W. A 1030 uses less power, 30W. A 1050 uses 75W. A quad core will likely use maybe up to 30W more than what you're current CPU uses. So potentially you'd have to account for about 60W extra power draw, making the new power supply necessary.

If you just pop a 1030 in there then you might see Skyrim running acceptably well for you with what you have now. Of course the potential downside is that a 1030 is a low end card for gaming, so...
No to the 730.

edit: First find out your power supply situation. How much power does it put out, and is it upgradeable? Next, why are you upgrading this computer? What are you going to use it for? Games? Which games? What resolution?

In CPUs, that's a Haswell CPU, so you should be able to replace it with a Haswell i5 like a 4460 or i7. You need motherboard information to be sure. Either look in the documentation for that computer or use a program like Speccy to get details. Don't settle for less than a quad core.

In GPUs, for gaming you need a gaming card. A GT 730 won't cut it. It's in the same class as what you have now. A new GT 1030 is under $80. In used cards it will depend on what your power supply can support.

Thanks for reply dontlistentome,
just when i thought i put all the possible things needed to be known in my post (guess that is what I get for posting when tired..lol)
Motherboard is an Intel H81 and a 300w power supply (i believe but i am building another pc for my son so i could be mistaken haven't taken case off again to double check but i do know is at-least 300w

With the CPU yes I saw the 4460 and about 12 others i am going through in my brain which is starting to hurt because I spent about 7 hours comparing each other on benchmark from mine to others to others to others lol,Guess what has me confused on CPU i see dual cores at 3.0 and then see "better" quads but at 2.6 ..etc isn't this slower? . As far as games go I want to go past min specs for Fallout 4 / Skyrim . I can run Skyrim but not the "newer one "
without seeming to be laggy .I also don't want the next purchase to be my max out on either so can go next level when newer games come out. (example of what i believe is a cpu/gpu hog COD WW2 ) would like to have that not laggy if i ever play with my son...sorry so long

I think that you have to change the PSU first i recommend you a 400w evga, i dont know what PSU is exactly, but i dont think that it is very trustfull, and then the GPU, the 1030 that dontlistentome says will be ok.
About the cpu, more cores is better, when the cpus only had 1 core the GHz was the important but nowadays it's not

Well, the main thing to remember in clockspeeds, with CPUs, is that in the same generation you want to stay as high if not higher.

Example: If you have a Haswell dual core 3.0ghz then if you move up to a Haswell quad core you want only a quad core that's at 3.0ghz or higher. This is because some software and games are sensitive to clockspeed as well as the number of cores. So it's possible that if you went from a 3ghz dual core to a 2.8ghz quad core, the quad core performance might actually be slower.

If you want the benefit of more cores AND faster overall performance then not only do you want to get a quad core, but you want one with a higher than 3ghz clockspeed. The 4460 is a 3.2ghz- 3.4ghz CPU, which is why I recommended that as the lowest one to get.

I am looking to only go either gpu or cpu and i have the capability of expanding on it as i go into other games So with the PSU suggestion it was greatly appreciate for a future purchase but for now I am looking CPU Or GPU. From what you just said seems main reason i would want to upgrade my PSU is if I went with a higher power hungry GPU...am i wrong on thinking that? I just got the ram in today so will get in the case tomorrow and know exactly which PSU i have , I have 2 kids in high school so my play money is spent between my new build and my PS4 . LOL

that is what I had as my intention and what I have been looking at is hgiher ghz with quad cores since i am at 3.0ghz dual not many games give me issues ,So seems I am still sitting in my same conundrum, now seems PSU is having to get added in the mix.

Of course the potential downside is that a 1030 is a low end card for gaming, so if you one day decide to play PUBG you will need to buy yet another videocard. This is why it's important to not only identify your current needs, but also try and plan for what you think you might want to do later, such as play more demanding games.
