Deal With CPU Throttling or Base Clock?

I have an AMD FX 8320E (base: 3.2ghz, 8 cores/threads) overclocked to 4ghz and it throttles, even on lower clocks. Voltage = ~1.35.

So the question is, do I stay with the 4ghz and the throttling or will the throttling come with a performance bump.
If possible, could you suggest whether I should keep the throttling on some popular games (Overwatch. PUBG, etc.)

Extra info: I have a Asus M5A78L-M PLUS mobo (not the greatest for OCing, I know)
 
Solution
There is a feature in your bios called LLC. This keeps the cpu from throttling when the cpu instruction set say there is too much vcore. LLC however, can actually raise your vcore, so you have to be careful what level you put it on. Usually someplace in the middle is good. LLC is Load Line Calibration.

If you check with AIDA 64 you can see how bad the throttling is (it says how much it is slowing down) and make changes from there

The cores go down to ~2.7 ghz
