Screen blinking after POST, gpu card problem

Yesterday my friend brought his computer and said that it couldn't boot, after bios showing gigabyte logo, display only show black screen. I only can test after he left so I couldn't ask him the detail, so I found that pc boot well with onboard vga, because I unplugged his gpu card. (At that time I didn't realize that gpu card is the problem) Then I cleaned his pc from tons of dust, apply thermal paste to cpu then test his card, and now after post(verifying dmi pool data and detecting hdd), screen blinking continuously. I've tried these steps but no luck
1. Made sure the pcie port is clean from dust
2. Unplugged the gpu fan and apply new thermal paste

I assume other parts are ok because it can boot without gpu card.

Any suggestions?

Amd fx 6300
Gigabyte GA-78LMT-S2P
DA/AX R9 270 GDDR5 2Gb 256bit
V gen 4gb ddr3 pc-10600
Os win10 pro 64bit

Edit:
Boot with different mobo, ram & processor but same psu, case & hdd. Result=same
Try different power cable to gpu, same result.
