That Q1 2018 launch is 'Ryzen 2000' (or whatever they end up calling it). It's not based on Zen generation 2. Expect a 12nm process as being the main difference, yielding better performance/watt and maybe higher clocks. But that will be all.

I don't think there will ever be a GTX 1060Ti.

The next generation from Nvidia might launch in Q2 of 2018. But that is just a rumour. Some say it could be earlier, probably based on the article about TSMC beginning 12nm production for Nvidia in Q4 of 2017. But that is probably just to produce the likes of the Titan V. I think we will have to wait longer than Q1 for the pure gaming cards.

Something new is ALWAYS coming out next year. I recommend you buy what you need when you need it.

Right now a 6gb 1060 is great for 1080p gaming.

Right now, DDR4 memory is kind of expensive. If I was building a PC now I'd probably buy one stick of 8gb and wait till the price drops before buying another 8gb stick. If you buy a motherboard with 4 memory slots, you could buy two sticks of 4gb now, then add two more later.

The GTX 1060 6GB is great for 1080p at High/Ultra settings in 2017/18 - if you are targetting 60fps.
