If you had $350 to spend on graphics cards would you buy two lower end cards and run them in crossfire/sli or would you buy one beefier card?

Always a single, more powerful card. Multiple cards aren't supported by all games, don't scale the same in all games and can suffer from microstuttering. With $350 you're close to a GTX 1070.

Solution
If you can find one for a good price, the Vega 56 is a really good card, good enough that nVidia was forced to bring out the 1070ti to compete. The Vega 64 cards are harder to recommend unless you don't care about power usage. Either way, you will want an aftermarket card from ASUS, Sapphire or XFX as the reference cards cooler isn't very good.

Below Vega, the RX 580 is the better buy. Again, if you can get one at a good price.

I've been looking at this card from ASUS https://www.newegg.com/Product/Product.aspx?Item=N82E16814126192

It's running at around $330, or I could save up another 100-150 for a vega 56

Just bought the parts for my PC. Currently running an old RX270. Gonna be a couple of months before I can afford a new GPU so hopefully the prices will normalize by then.
