i7-8700k lag spikes

Hi I am experiencing lag spikes 1 sec to 0.5 milliseconds freeze every 1hr or random times, on my i7-8700k, I know the problem is my processor because everytime it spikes 1 sec to .5 milliseconds, my CPU reads 100%, even in idle or working on something, please see attached screenshot:

My specs:
i7-8700k
Gigabyte Aorus Z370 Gaming 5
16 gig G.skill Trident Z RGB 3200mhz
Aorus GTX 1070
Samsung Evo Nvme M.2 256gb
Kraken x62
Seasonic 650G Gold
Windows 10 Home edition

The temps are low, so I doubt it is caused by temp problem, my system is 1 month old.

This looks like a software process hog...Something is pushing the CPU to max..could be as simple as the NZXT CAM software which I have heard can sometimes be a pain. Try going to Start-up and disabling as many programs from starting up on boot. Most are not required at all. I could be wrong and hopefully others will come up with better solutions.. hope you get it sorted as it would drive me crazy!!!
