CPU: Ryzen 1600x 3.6ghz
GPU: Inno3d GTX 1070 iChill 3x
RAM: HyperX 8GB DDR4 3000Mhz Cl15
Mobo: B350 Tomahawk
PSU: Corsair 80+bronze 650w, 90%
SSHD: Seagate FireCuda 1TB 7200rpm, 64MB
1.Should I change anything?
2. Is the psu good enough?
3. Can I run PUBG on high-ultra 60+fps??

Everything looks really great, though you may need to consider more RAM. Here is a very interesting video on just this topic from Hardware Unboxed that just was uploaded today:

He does not cover the 1070, but he covers the 1080ti and the 1060s (both 3GB and 6GB), so it is pretty easy to infer where the 1070 will fall.

What CPU cooler are you going to use? The 1600X doesn't come with a stock cooler (The normal R5 1600 does which can be overclocked decently on the stock cooler)

2) PSU is fine for this system
3) Depending on your resolution, Maybe this game is still being optimized by the developers. But it should be noted that the 1080Ti only gets 90fps avg/ 73fps 1% low on a stock 1600x an i7-8700K gets 108fps avg/ 90 1%low on stock? (reviewer doesn't mention if core enhancement auto overclock setting is off or on)

1) You should get 16GB RAM. 8GB is not about enough these days for gaming
2) You might want to get a 1600 instead of 1600x. 1600 comes with a decent stock cooler that can overclock the processor to about 70% of its potential without issues. 1600x doesn't come with a stock cooler
3) Maybe get a 500GB SSD along with a 1TB WD blue HDD. Night and day difference in performance due to the SSD
4) Your PSU if cx or above is good, otherwise maybe not
5) Yes, you can run PUBG at ultra 60+FPS at FHD resolution with this setup provided you upgrade RAM
